BAL Assessment stands for Bushfire Attack Level Assessment.
What do you need it for? You may be required to undertake BAL Assessment if you are planning to build or develop in a bushfire prone area. A BAL Assessment is used for planning and building purposes to determine whether a building or development requires additional bushfire risk management measures to address the threat of bushfire to the development. Who provides this service? It is strongly recommended by the Australian government to use a Level 1 BAL Assessor or an accredited Bushfire Planning Practitioner to undertake a BAL Assessment. This can be found in Australian Standard 3959: Construction of buildings in bushfire-prone areas (AS 3959). Australian Standard AS 3959-2009 Construction of buildings in bushfire prone areas (the standard) was first published in March 2009 in response to the Black Saturday bushfires which occurred in Victoria on February 7, 2009. The new standard replaced the 1999 edition which had last been amended in 2001. The 2009 edition of the standard specifies the construction requirements for buildings in bushfire prone areas to reduce the risk of ignition from a bushfire while the fire front passes. Construction requirements in the standard vary depending on the Bushfire Attack Level (BAL). There are 6 levels of BAL requiring specific construction requirements.
